Seeing this in your error logs?
[error] PHP Fatal error: Call to undefined function __() in ../wp-admin/includes/file.php on line 11, referer: http://domain.com/wp-admin/setup-config.php?step=1
What worked for me is to re-upload the wp-config.php as it turned out to be corrupt due to FTP upload.
